I. GENERALITIES:
A. The 81st ILTTA Tournament is a mixed tournament, organized by the Club Amateur de Pesca of Costa Rica, and it is a tournament by invitation, being able to participate in it, all those anglers that the Organizing Committee considers with enough experience for this fight.
B. The Tournament is individual and by teams of three anglers.
C. The day before the first day of fishing, the social activities related to the opening of the Tournament will take place, as well as the Angler’s Meeting, a meeting with the Captains of the Vessels that will participate in the Tournament. These activities are defined as follows:
1. Angler’s Meeting: in this meeting consultations regarding the Regulations for the participants to the Tournament will be evacuated.
2. Captains’ Meeting: in this meeting, the rules governing their participation will be explained to the Captains of the boats that will participate in the Tournament.
3. Inauguration: Reception dinner. Presentation of the delegations of the participating countries. Opening speech. Official Opening of the ILTTA 2022 Tournament.
D. Participants will be given a program that includes all the social activities of the Tournament.
E. A Regulation Committee of 3 members will be established, to which all claims concerning equipment, boats, baits, fishermen or anything else related to the Tournament must be submitted. Claims must be submitted to this Committee in writing on the ballots that the Organizing Committee will provide for the daily fishing report, or by means of a letter. Claims will be resolved before fishing begins the day following the date on which they were submitted, and they will be communicated to the interested parties before boarding their vessels the following day. If a claim is such that it includes several fishermen, the resolution will be communicated to all the participants before starting the next day’s fishing.
F. There should be no favoritism on the part of the crew or one angler in favor of another angler. The International Sailfish Tournament must be won by the angler’s own merits.
G. The Tournament Committee will award daily prizes to the Captains of the boats that accumulate the most points during each day of fishing; as well as the first and last weevil released each day.
H. Additional passengers will not be allowed to the Captain, crew and the three fishermen that correspond to a vessel on a given fishing day. Exceptions to this rule must be approved by the President of the Tournament and the three anglers, prior to boarding the boats.
II. FISHING:
A. The boats will be boarded at the agreed time in the Marina Flamingo. In the event that angler is not present, and after giving him a maximum of five minutes to wait, he will be immediately replaced, without having the right to claim. The purpose of this measure is not to delay the departure of the boats and to have consideration and respect for the group of fishermen. Each boat must carry three fishermen on board, who will take turns at their posts every hour. When boarding the boat, they will raffle the starting positions.
B. Neither the teaser’s nor the ropes may be thrown into the water before 8:00 a.m. and must be removed from the water at 3:30 p.m. on each fishing day. The Tournament Committee reserves the right to change the fishing schedules according to weather conditions, wind and other factors at its discretion.
C. The rope for all participants will be supplied by the Committee (2 rolls). This will be Ande Tournament 20-pound tension. Monofilament other than the one supplied by the Committee will not be accepted.
D. The double line and queen the combined total of the two may not exceed 20 feet in length (6.1 meters) and neither may exceed 15 feet.
E. Only Standard type rods and reels will be allowed. Spinning equipment or any other equipment considered inappropriate by the Committee will not be allowed.
F. Each angler must provide their own leaders and terminal equipment.
G. The use of two to three teaser’s will be allowed, which may be made up of several sections. The teaser’s will be under the control of the angler who occupies the center position (flat line).
H. The hook and bait on the dead line (flat line) must be placed behind the teaser’s and at a shorter distance than the lines of the outriggers, which must be placed at a greater distance than this.
I. The baits will be supplied by the Tournament and delivered every morning to each boat.
J. The baits will be arranged by the crew assistant (Mate) or the fisherman, according to their criteria. Bait may not be fixed with more than one single hook. The use of artificial baits will only be allowed when the baits in the boat have been exhausted, and if for some reason additional baits cannot be supplied in time. It is absolutely forbidden to use baits not supplied by the Tournament Committee. Whoever uses them will be sanctioned in the tournament.
K. When a contestant has hooked a Sailfish or Marlin, partners must pick up their lines from the water immediately. In the case of a duplex or triplex, the first angler to hook the piece will have command of the boat and the Captain will limit himself to following his instructions only. When the first angler finishes releasing the piece, the second fisherman will assume command of the boat and would be the one who gives instructions to the Captain, and at this moment his time begins to run, and so on if there is a third fisherman with a piece hooked. The Captain will not be obliged to follow the instructions of the fisherman that endanger the safety of the other companions or the integrity of the boat.
L. During the fight and until the whipper or queen comes to touch the tip of the rod, no one may touch the fisherman’s rod. The fisherman can be helped with accessory equipment such as girdles, harness, drying his sweat, etc., but never touching the rod.
M. When an angler has a fish approaching his bait, or has had a strike, the other anglers must leave their lines in the position where they are, refraining from any action of provocation to the fish that is behind the other line.
III. PUNCTUATION:
A. This is a Tournament where only pieces are allowed to be released. Consequently, no billfish can be shipped. Whoever does so will be disqualified from the tournament.
B. Every released needle counts as 100 points. The fighting time ends when the whipper or the reinal head touches the tip of the rod. At this precise moment, the Captain’s assistant or one of the fishing partners will proceed to release the marlin.
C. The maximum time to release a billfish is 30 minutes. After 30 minutes the fisherman will proceed to cut the rope. Any other hooked species that is not a billfish, the fisherman will have, at his discretion, a maximum time of 5 minutes to embark it. After 5 minutes, the rope should be cut. This will be done with the purpose of not taking time and opportunity from the other fishermen to fish.
D. Any billfish has 100 points. There will be no penalty for broken strings
E. With the purpose of seeking the conservation of the species, all the needles must be released, without exception. The appropriate precautions will be taken so that the piece does not lose its life and that it is released with the least possible damage.
F. Each participant has the obligation to fill out a daily results ticket and deliver it to the Committee or the Secretary of the Tournament at the end of the fishing day, whether or not they had catches, as maximum delivery time 6:00 pm, exceptions will be made. only due to force majeure that will be decided by the regulation committee. The Committee is not required to count points earned but not reported. This ballot must be delivered upon return from fishing to whom the Tournament Committee indicates at the entrance of the Hotel. Said ticket must be signed by the fisherman and by the two fishing partners. You have to specify the pieces obtained and the points you had on the day. The pique that allowed him to obtain a piece is also a pique that must be reported. A piece in whose fight the 30 minutes of the regulation is exceeded, must be reported as pique, despite the rope being cut.
G. There will be a trophy for the Absolute Champion, another for the Runner-up and another for the Third Place. Also for the first sailing fish in the Tournament and for the last one. The three teams with the highest score will each receive a trophy. In case of a tie in the number of points obtained, it is clarified that the first to release is the one who wins (the one who ties loses).
IV. BOATS, CREWS AND MISCELLANEOUS:
A. The Committee will do everything in its power to obtain the best boats possible. All vessels, without exception, must have their registration, navigation certificate and other documents in order. The participation of a vessel that does not meet these legal requirements may not be allowed in the Tournament.
B. The owner of each vessel in the first instance, and the Captain, will be responsible for complying with the legal, safety and proper functioning requirements of the vessels.
C. Vessels must have at least one marine radio transmitter/receiver that operates on the official channel. The Committee suggests that the boats have more than one radio and a loudspeaker so that the reports can be heard clearly by the group of fishermen on board, if they so wish. No vessel will be allowed to set sail without its radio in perfect working order.
